Алжир, Египет, Ливия, Марокко, Судан и Тунис сталкиваются с серьезными проблемами в достижении Целей устойчивого развития, не в состоянии самостоятельно обеспечить себя продовольствием вследствие всплеска рождаемости, климатических проблем, острого дефицита инвестиций в сельское хозяйство. Особое внимание уделено роли ФАО в устойчивом управлении водными и земельными ресурсами странами Северной Африки. Исследование опирается на обобщение количественных данных, полученных из официальной статистики ФАО, и метод дискурс-анализа. Программы ФАО в регионе носят как среднесрочный и долгосрочный характер (направленные на аудит водных ресурсов, повторное их использование, устойчивое управление пригодными для сельского хозяйства земельными ресурсами, развитие сельскохозяйственных кооперативов и др.), так и носят характер мер оперативного реагирования (финансовая поддержка аграрной отрасли, предоставление средств на закупку зерна в сезоны неурожая, предоставление посевного материала и др.). Вместе с тем, учитывая глобальный и усиливающийся характер вызовов и угроз продовольственной безопасности стран Северной Африки, усилия международного сообщества не способны их преодолеть их в полном объеме. В перспективе для усиления политического влияния России в регионе необходимо учитывать опыт ФАО и выстраивать долгосрочное многоаспектное сотрудничество, которое принесет наибольший эффект.</p></abstract><trans-abstract xml:lang="en"><p>The article analyzes FAO’s efforts to assist North African countries in overcoming current famine conditions and addressing broader threats to their food security. Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia face significant challenges in achieving the Sustainable Development Goals, primarily due to rapid population growth, climate-related impacts, and acute underinvestment in agriculture. Special attention is given to FAO’s role in promoting sustainable water and land resource management in the region. The study utilizes quantitative data from official FAO statistics and discourse analysis. FAO’s initiatives include both medium- and long-term programs (such as water resource assessments, promoting water reuse, sustainable agricultural land management, and developing agricultural cooperatives) and immediate response measures (including financial assistance to agriculture, emergency grain purchases during lean periods, and seed provision). Nevertheless, considering the escalating and global nature of food security threats, international community efforts alone cannot fully resolve these challenges.
