The article deals with the problem of the influence of many factors and conditions on the processes of transformation of management institutions expected in the short term (2020s). The aim of the presented work is to study the influence of cyclic patterns of technical, technological, economic, social and political development of society on the processes of transformation of management institutions. As research methods, the work uses the tools of TESP-analysis of the impact on the transformation of management institutions of short-term business cycles by J. Kitchin, business cycles by K. Zhuglyar, construction cycles by S. Kuznets, technological cycles by N. Kondratiev, formational cycles by M. Evans, political cycles J. Modelsky, F. Braudel’s cycles of material civilization, J. Forrester’s resource cycles and E. Toffler’s cycles-epochs. As a result of the research, the inducing influence of the dynamics of the listed cycles on the processes of transformation of management institutions in society has been established. In particular, the influence of the accumulative effect of accumulation of changes within the short-term business cycles of J. Kitchin, business cycles of K. Zhuglyar, construction cycles of S. Kuznets on the technological cycles of N. Kondratiev and the accompanying processes of transformation of management institutions in society, which are multiples of each other in duration, has been demonstrated. In a similar way, the inducing influence on the processes of transformation of management institutions in a society of approximately equal in duration cycles of material civilization by F. Braudel, formation cycles of M. Evans and political cycles of J. Modelsky is shown. It is shown that from the point of view of the transformation of managerial institutions in society, it is necessary to take into account the influence of the totality of the cycles of economic activity under consideration as a superposition of waves of different duration and amplitude. It has been demonstrated that the cluster of influence of a number of considered waves of economic activity on the activities of management institutions will fall on the 2020s. Proposals are formulated to take into account the influence of the superposition of cycles of economic activity in the transformation of management institutions in modern conditions.
INTERNATIONAL POLITICS
The article is devoted to the transformation of the foreign policy venues of the Republic of Belarus in the context of confrontation with Western countries. The author assesses the impact of external threats (both traditional and the “new” ones) on the foreign policy of Belarus, reveals the causes and nature of the rapprochement between Belarus and Russia in foreign and domestic political issues, and also assesses the prospects for the Union State. Special attention is paid to the problems of implementing the road maps of the Union State. The article discusses the consequences of the sanctions policy aimed at Belarus and Russia, as well as the mechanisms of joint response. The author emphasizes the importance of the Asian track of the foreign policy of Belarus on the example of the Shanghai Cooperation Organization; based on an assessment of the opportunities and possible challenges from the accession of Belarus to the SCO, the author concludes that such a step is of strategic importance for the development of the country and its foreign policy.
New Development Bank (NDB), the BRICS-led development bank, is tasked with implementing sustainable finance tools to pursue sustainable development among its member countries. With COVID-19 ravaging global and regional economies, it is imperative that NDB and its member states find long-term solutions through sustainable financing. NDB’s General Strategy: 2017- 2021 laid the foundation for operations to mitigate some of the development challenges, as stated in its annual report of 2020. Moreover, sustainable financing will continue to be used in the new strategy 2022-2026. Based on the conceptual framework of sustainable finance, the article tries to locate NDB’s role in generating amenable solutions to development problems in BRICS nations. The article appraises the previous results on development finance by NDB and puts forward the issues and challenges for its next strategic cycle (2022-2026). The author concludes that BRICS-led NDB has credible potential to fulfill the Sustainable Development Goals. Unlike other Bretton Woods Institutions, its policies such as “co-financing” and “multi-currency environment” are in accord with and complement the development visions of major developing economies (EMDCs) like India. In this study, the author employs data from secondary sources such as the latest publications on development economics, especially sustainable finance.
The COVID-19 pandemic has affected millions of lives, triggering an unprecedented global health, economic, social and humanitarian crisis. While China aspires to participate in global health governance, WHO also hopes to strengthen global health governance by strengthening cooperation with China on China’s Health Silk Road (HSR). This study uses the critical and comparative analysis method, system analysis method, and literature research method. Analysis is conducted through Chinese and foreign policy documents, official speeches, expert and public surveys, Chinese and other national media publications; the source database for the study from 1949 to 2022 has been collected from the official Chinese government website, think tanks, WHO database for key health indicators, etc. The paper categorizes China’s participation in global health governance into four stages and summarizes the different characteristics of different periods; it reviews China’s position in global health governance and examines the interaction of China’s HSR with the international community on global health governance. COVID-19 accelerates the process of HSR, and the latter helps WHO to strengthen global health governance. China has provided valuable experience in global health governance “with Chinese characteristics” contributing to world health governance during the pandemic.
