Abstract

The article reviews methodological approaches to the study of crisis phenomena in society, formulated the most important components of the systems approach to the understanding of crisis processes experienced by society in different periods of its history. Crises have a direct impact on the activities of state and regional authorities. The author analyses the experience of Moscow in overcoming crisis phenomena during the COVID-19 pandemic and in the conditions of the sanctions policy against Russia and proposes to consider it as a benchmark for building anti-crisis measures in the system of public administration.

Abstract

The article deals with the issue of economic sustainability of the subnational economy. The aim of the study is to identify tools for stabilizing the regional economy. The Russian region - the Yaroslavl Oblast - was chosen for the study. To achieve the aim, methods of correlation and regression analysis used applied. A study of the effectiveness of investments in various sectors of the economy of the Yaroslavl region has demonstrated that investments in mining and construction give the greatest profit. Modernization of production in order to increase labor productivity at the present stage will not lead to a significant increase in the profits of the economy of the Yaroslavl Oblast - it is much more efficient to invest in construction and mining.

Abstract

The article is devoted to the specifics of the legal regulation of the scientific sphere in Russia and the United States, features of legal regulation, the key problems. The academic relevance of the work is determined by the priority of the scientific sphere in the context of global competition and the strategic importance of its high-quality legal regulation. The methodological basis of the study embraces comparative legal and formal legal methods. The authors carry out a critical analysis of regulatory legal acts devoted to the regulation of the scientific sphere in Russia and the United States, identify the levels of legal regulation, note the features and specific features of legal regulation, identify the similarities and differences in approaches to legal regulation, analyze the history and development of science as a social institution in both states, the origins of the common problems of the unsystematic character of legal regulation in both countries.

Abstract

In an attempt to define the international position of Serbia, this paper deals with the hypothesis that Serbia's specific mode of neutrality, mixed with a semi-vassal status in relation to the West, is similar to the position of Casablanca shown in the film of the same name from 1942. It is, therefore, about a state that is neutral, which all the actors tacitly admit while reproaching it for sitting on more than one chair and saying that it has to decide which one to sit on. Over time, all the world and regional actors have crowded into “Casablanca”, but until recently, the real power was exclusively in the hands of the Americans. It is characteristic of this system that it is unstable and that it can slip into a vassal system and make Serbia an object of politics, but it is also possible that neutrality is becoming real by ending the vassal relationship due to the diminishing power of the United States and the West as a whole. Thanks to many factors, one of which is the mood of the Serbian people, the impression is that the year 2022 has turned in the direction of enabling independent Serbian foreign policy.

Abstract

History bears witness to how resources have become the object of many conflicts and wars between nations. The roots of imperialism and colonialism are embedded in the need for resources. Examples of these resources are both renewable and non-renewable resources such as water, minerals, fossil fuels and natural gas. Out of all these what stands prominent is energy derived from non-renewable resources. With modernization stepping into every aspect of civilized life, energy becomes the criteria to distinguish a developed country from an underdeveloped or developing country. A country brimming with fossil fuels and other natural gases shapes the foreign policy of other nations through export or making others inescapably dependent on it. It is said, then the geostrategic importance of these energy sources increases the status and position of that nation in the global power structure. In this backdrop, the geostrategic importance of Russia in power structure has been analyzed in this paper. For the bourgeoning population and sky-rocketing energy requirements, the energy available in India has not been adequate. For this reason, since independence India has been compelled to be dependent on other energy surplus countries. India's growing and deepening relationship with a reliable Russia can be explained in this light. With exit of western investments in Russia for exploration of energy the Indian companies have stepped in for new explorations and increasing production. This mutuality has strengthened their relations despite tumults in global politics and ongoing Russia's special operation in Ukraine. This geostrategic importance of energy in the friendship between India and Russia will continue till India attains self-sufficiency in producing energy.

Abstract

The article reveals and discusses the various tools used in implementing the Russian “soft power” foreign policy strategy in Kyrgyzstan. It reviews trade and economic cooperation, a priority area of work in bilateral relations between Russian and Kyrgyzstan. The author analyzes the activities of Russian organizations and cultural centers that promote and support humanitarian projects in Kyrgyzstan. Considerable attention is paid to Russian educational programs, projects and grants. Key factors are identified that have determined the development of Russia's “soft power" in Kyrgyzstan at the end of the 20th and beginning of the 21st centuries.
